Internet restrictions in South Korea: KCSC

Although the South Korean internet is relatively free and open, the government does engage in some censorship through its regulatory body, the Korea Communications Standards Commission (KCSC).

There is no official list of blocked websites in South Korea. However, in 2021 the KCSC reported that it blocked 118,735 websites for various legal and moral reasons.

In addition to blocking websites directly, the KCSC also reserves the right to order Korean internet service providers to remove content deemed inappropriate. ISPs that do not comply with takedown requests may receive heavy fines.

Online surveillance is also an issue for many in South Korea, with the National Intelligence Service (NIS) able to monitor citizens’ personal communications without oversight thanks to a 2016 anti-terrorism law. And although warrants are required for the NIS to access the content of a suspect’s communications, metadata and communication logs can be requested from ISPs without a warrant.
